Anything that will hold the pins well, yellow foam insulation does not BTW, I tried it. Polystyrene may be melted by CA glues. I haven't tried it.
A trick from the model aircraft fraternity is to use a caneite board (or pin board in Bunnings) with Glad wrap over it, and pin the parts down...
